Federal

30C Alternative Fuel Infrastructure Tax Credit:

The Inflation Reduction Act of 2022 (IRA) extended and amended the 30C Alternative Fuel Vehicle Refueling Property Credit (30C credit), which provides an income tax credit for qualified alternative fuel vehicle refueling property. The tax credit for qualifying businesses can be 30%, up to $100,000 per station.

EPA Clean School Bus:

With funding from the Bipartisan Infrastructure Law, the EPA’s Clean School Bus Program provides $5 billion over five years (FY 2022-2026) to replace existing school buses with zero-emission and low-emission models. Under the Program’s multiple grant and rebate funding opportunities to date, the EPA has awarded almost $2 billion to fund approximately 5,000 school bus replacements at over 600 schools.

(FTA) announced $610 million in available funding under the FY26 Notice of Funding Opportunity for the Grants for Buses and Bus Facilities Infrastructure Programs — which includes the Low or No Emission Program and the Grants for Buses and Bus Facilities Program. Applications are due September 21, 2026.

Of the total, approximately $589 million is authorized specifically under the Low or No Emission Program, supporting state and local governments and tribes in deploying low and zero-emission transit buses and purchasing and installing DC fast chargers. Awarded projects receive reimbursement of up to 80–90% of project costs depending on project type.

  • Entergy Savings Calculator
    Entergy’s eTech program offers custom incentives from $100 to $25,000 for fleet owners and logistics managers to deploy electric vehicles and charging infrastructure, with dedicated electrification consultants available to help businesses navigate the transition. Projects must be located within Entergy’s service territory.

    Provides funding for electrical upgrades to enable installation of fleet charging systems.

  • Energiize:
    Funded by the California Energy Commission’s Clean Transportation Program and implemented by CALSTART, EnergIIZE provides incentives for zero-emission vehicle (ZEV) infrastructure equipment for medium- and heavy-duty (MD/HD) battery electric and hydrogen fuel cell vehicles operated and domiciled in California. Covers up to 50% of Project Costs incurred under the EV Fast Track lane and up to 75% under their EV Jump Start lane.

  • California Zero Emission Fleet Rules Requirements:
    100% of new light- and medium-duty vehicles sold in the state to be zero-emission by 2035.

  • Last Mile Freight Program (LMFP) Battery-Electric Vehicle Rebates
    The Southern California Association of Governments, in partnership with the South Coast AQMD and U.S. EPA, offers rebates for new battery-electric Class 4-8 trucks used in last-mile freight operations across Los Angeles, Orange, Riverside, and San Bernardino counties. Rebates scale by vehicle class — up to $67,000 for Class 4-5, $75,000 for Class 6-7, and $108,000 for Class 8 — with $49.1 million available in Round 2, open to last-mile fleet owners, freight forwarders, logistics companies, and distributors through October 5, 2026.

  • Small Fleet ZE Truck Program (Bay Area Air Quality Management District)
    BAAQMD’s Small Fleet ZE Truck Program provides vouchers to help small fleets of 20 vehicles or fewer replace older diesel or alternative-fuel heavy-duty trucks with new zero-emission trucks. With $20 million available on a first-come, first-served basis, the program is open to fleets that have owned their existing trucks for at least 24 months and operate at least 75% of the time in California and 50% within the Bay Area Air District.

  • Diesel Emissions Reduction Act (DERA) Funding (Ventura County Air Pollution Control District)
    VCAPCD helps connect Ventura County fleets to EPA’s Diesel Emissions Reduction Act program, which funds the replacement or retrofit of older diesel school buses, medium- and heavy-duty trucks, marine and locomotive engines, and off-road equipment with cleaner alternatives. Grants and rebates are available to regional, state, local, tribal, and port agencies, as well as nonprofits representing diesel fleet operators, in support of reducing the fine particulate matter and NOx emissions linked to asthma and other respiratory illness.

Colorado

  • Colorado Clean Diesel Program:
    The Colorado Department of Public Health and Environment has announced approximately $1 million in funding is now available through its Colorado Clean Diesel Program to support the replacement of older diesel vehicles and equipment with electric or hybrid alternatives across the state. The program offers grant funding to cover up to  25–45% of total project costs, with a preference for zero-emission technologies. Eligible applicants include public and private entities that own qualifying diesel fleets or equipment, and projects generally require the retirement of existing diesel assets.

  • Colorado Fleet-ZERO Program:
    The Colorado Energy Office offers a competitive state grant to help private commercial fleets (light-, medium-, and heavy-duty) deploy EV charging infrastructure. Structured as a post-installation reimbursement, the program covers both make-ready infrastructure and EVSE hardware costs, offering up to $7,000 per Level 2 port and up to $40,000 per DCFC port (over 100kW) from an annual funding pool of approximately $5 million. A minimum 20% match is required. Stations must carry a minimum one-year warranty and a five-year commitment to networking or telematics software coverage.

Maryland

  • Medium-Duty and Heavy-Duty Zero-Emission Vehicle Grant Program (Maryland Energy Administration)
    The Maryland Energy Administration offers competitive grants toward the purchase or lease of zero-emission medium- and heavy-duty vehicles, off-road equipment, and electric school buses serving Maryland students, plus supplemental funding for eligible charging infrastructure. The FY27 round anticipates $10 million for vehicles and $2.5 million for charging infrastructure, open to school districts, school bus vendors, commercial and industrial fleets, agricultural operators, and vehicle manufacturers.

Massachusetts

  • National Grid Fleet EV Charging Program:
    This utility program helps lower the barrier to fleet electrification for private commercial fleets by funding up to 100% of both utility-side and customer-side electrical infrastructure costs. It functions as a post-installation reimbursement for make-ready infrastructure only; private commercial fleets are not eligible for EVSE hardware rebates under this tier. Participants must install qualified, networked charging equipment, and are encouraged to use off-peak managed charging to earn additional per-kWh rebates.

Michigan

New Hampshire

  • Granite State Clean Fleets Grant:
    ‍The New Hampshire Department of Environmental Services is offering approximately $2.5 million through the Granite State Clean Fleets Grant, a competitive reimbursement program funded by the Volkswagen Mitigation Trust. The program supports projects that reduce transportation-related emissions by scrapping and replacing older diesel vehicles, engines, and equipment with newer, cleaner alternatives, including electric, hybrid, propane, and compressed natural gas technologies, as well as marine shore power installations. Eligible applicants include public entities, private companies, and nonprofit organizations operating in New Hampshire.

New Jersey

  • New Jersey WorkClean: Diesel Modernization Program:
    ‍The New Jersey Department of Environmental Protection (NJDEP) has announced an additional $9.1 million in funding to support the electrification of local government medium- and heavy-duty diesel vehicles through NJDEP’s WorkClean: Diesel Modernization Program. The program provides reimbursement funding on a first-come, first-served basis for the replacement of eligible local government vehicles, including shuttles, transit buses, garbage trucks, dump trucks, and small Type A/B school buses. Vehicles being replaced must be permanently decommissioned with documented proof.

  • NJ Zero Emission Vehicle Financing:
    The New Jersey Economic Development Authority has announced that the New Jersey Zero Emission Vehicle (NJ ZEV) Financing Program is now open for purchaser applications. The NJ ZEV Financing Program offers fixed, low-interest rate loans to assist organizations overcome the cost premium often inherent in adopting zero emission vehicles instead of utilizing standard combustion engine options. Loans range from $50,000 to $500,000 for up to a maximum of 100% of eligible vehicle costs. The program is funded with an initial total of $25 million, with $15 million set aside for Overburdened Community Applicants. The program will remain open on a rolling basis until available funds are exhausted, or until 3 years after application launch.

New York

  • New York Bus Incentive Program – School Bus program
    In the April 2022 budget passed by the New York State Legislature and signed by Governor Hochul, the State established a deadline for the transition to zero-emission buses. Specifically, all school buses purchased by 2027 must be zero-emission buses, with the entire fleet transitioned to zero emission by 2035. In 2022, voters across NYS overwhelmingly voted for the Clean Air, Clean Water and Green Jobs Environmental Bond Act (Bond Act) which includes $500M to support the transition to zero-emission school buses. NYSERDA has established the NY School Bus Incentive Program (NYSBIP) to achieve these State public purposes and assist school districts in meeting the zero-emission bus timelines.

Note: Con Edison’s PowerReady Light-Duty Vehicle Program closed Level 2 applications and paused DCFC applications as of April 2026. National Grid Upstate NY has closed its Level 2 and DCFC Make-Ready Program for light-duty fleets, though it continues processing applications for medium- and heavy-duty fleets.

Oregon

  • Oregon DEQ ZERO Fleet Rebate Program:
    The Oregon Department of Environmental Quality has announced the availability of more than $17 million in rebates to purchase or lease new electric medium- and heavy-duty vehicles. Eligible applicants include Oregon businesses, non-profits and government agencies. Rebates must be approved prior to the purchase or lease of a vehicle.

  • Medium- and Heavy-Duty Zero Emission Vehicle Infrastructure Program (Oregon DOT Climate Office)
    The Oregon Department of Transportation’s Climate Office is funding public charging and hydrogen refueling infrastructure for medium- and heavy-duty vehicles along key interstate corridors. Using federal Charging and Fueling Infrastructure and Carbon Reduction Program dollars, ODOT has allocated $21.1 million for two EV charging stations and one hydrogen station on I-5, and $4.3 million for an EV charging station on I-84.

Texas

  • Seaport and Rail Yard Areas Emissions Reduction Program (SPRY):
    Funded through the Texas Emissions Reduction Plan (TERP), TCEQ’s SPRY program helps offset the cost of replacing or repowering drayage trucks and other cargo-handling equipment — including yard trucks, forklifts, loaders, and excavators — operating in and around Texas seaports and rail yards. Grants cover up to 80% of eligible project costs for equipment that cuts NOx emissions by at least 25%, and are open to individuals, businesses, and government entities whose equipment operated at an eligible seaport or rail yard at least 200 days a year for the two years prior to applying.

  • Utah Inland Port Authority – EPA Clean Ports Program
    The Utah Inland Port Authority (UIPA), in partnership with the Utah Division of Air Quality, has secured $112.4 million in EPA Clean Ports Program funding to advance zero-emission technology at the Salt Lake City Intermodal Terminal. The program includes $110 million for deploying zero-emission Class 8 and Class 5–7 trucks, cargo handling equipment, and EV charging infrastructure, with incentives available for eligible fleet operators.

  • Utah Beehive Emission Reduction Plan (CPRG Implementation Grant)
    Utah was awarded approximately $75 million through the EPA’s Climate Pollution Reduction Grant (CPRG) Implementation Program Utah Department of Environmental Quality to fund locally-driven emissions reduction initiatives. Planned investments include incentives for fleet operators to deploy zero-emission vehicles and EV charging infrastructure, with a target of up to 1,800 electric vehicles and 1,100 EV chargers statewide.

  • Utah Clean Heavy-Duty Vehicles Grant (CHDV)
    Utah was awarded $60 million through the EPA’s Clean Heavy-Duty Vehicles Program — $42 million designated for Class 6 and 7 school buses and $18 million for Class 6 and 7 vocational vehicles Utah Department of Environmental Quality, including box trucks, cargo trucks, transit buses, refuse haulers, shuttle buses, and other heavy-duty fleet vehicles. CHDV funding also supports the purchase, installation, operation, and maintenance of EV charging infrastructure associated with eligible vehicle replacements.

  • Utah DEQ EV Charger Rebate Program
    The Utah Division of Air Quality offers direct rebates of up to $7,000 for EV charger installations at commercial properties, workplaces, multifamily housing, nonprofits, government agencies, and public fleets. Applicants must submit an application before beginning installation and use chargers that comply with Build America, Buy America (BABA) requirements. Applicants must have site control over the proposed installation location and maintain project records for at least three years.

Vermont

  • Volkswagen Environmental Mitigation Trust
    Vermont’s Department of Environmental Conservation is distributing the state’s remaining share of the Volkswagen Environmental Mitigation Trust — about $3.4 million — to replace or repower older diesel trucks, buses, rail switchers, airport ground support equipment, forklifts, and marine vessels with zero-emission alternatives. Grants cover up to 85% of project costs for government-owned entities and up to 75% for privately-owned entities, and are open to federal, state, and regional agencies, municipalities, institutions, and businesses.

    • Eligible vehicles and equipment must operate primarily in Vermont (at least 80% of the time), and applications are accepted on a rolling monthly basis through December 2026 or until funds run out.

Washington

  • Washington’s Zero-Emission Incentive Program (WAZIP):
    Modeled after California’s HVIP (Clean Truck and Bus Voucher Program) and CORE (Clean Off-Road Equipment Voucher) programs. It directly supports Washington’s climate and equity goals by cutting transportation emissions and making the benefits of clean technology more accessible.

    WAZIP provides point-of-sale vouchers to lower the upfront cost of buying new, cleaner technology. The amount of vouchers varies, based on the type of equipment purchased.  A total of $112 million in voucher dollars is available for the biennium ending June 30, 2027.
