Electric school bus adoption is accelerating. Funding is flowing through programs like the EPA Clean School Bus initiative, mandates are tightening in states across the country, and the pressure on districts to modernize aging bus fleets has never been higher. And yet, project after project is quietly stalling. Not because districts aren’t interested. Not because funding isn’t there. But because the infrastructure piece — the part that actually makes the buses run — hasn’t come together in a way that feels clear, manageable, or trustworthy.

Buses Are the Easy Part — Infrastructure Is Where Projects Succeed or Fail

This is something the industry doesn’t say often enough: securing bus funding and having a viable infrastructure plan are two completely different things.

A district can win a grant for 10 electric buses and still have no clear picture of what it will cost to charge them. That’s because charging infrastructure involves multiple cost categories, multiple vendors, and a level of site-specific variability that most districts aren’t equipped to navigate without support.

A complete infrastructure project typically includes:

  • Utility service upgrades — often the largest and most unpredictable cost
  • Make-ready construction — trenching, conduit runs, electrical panel work
  • Charging equipment — hardware, installation, and commissioning
  • Software and network management — ongoing visibility and control over the charging system

Each of these can be covered by different funding sources, or none at all. When a district receives a proposal that bundles everything together without a clear breakdown, it becomes nearly impossible to answer the most basic question: what does this actually cost us out of pocket?

Until that question has a real answer, projects don’t move. In our experience, this is where most of the delay lives.

Why Proposals Are So Hard to Compare

One of the most common mistakes fleets make is treating a pilot program as a test of whether electrification works. It doesn’t need to be — that question has already been answered. One of the most consistent frustrations we hear from districts is that they’ve collected multiple infrastructure proposals and can’t make sense of why the numbers vary so widely. Gaps of $200,000 or more between competing bids aren’t unusual. So what’s driving that?

Utility interconnection costs are a primary source of variation. Depending on the existing electrical infrastructure at a bus yard, upgrading service to support a fleet of chargers can range from a modest line item to a significant capital project. Some vendors price this conservatively and accurately. Others underestimate it, which means the real cost surfaces later — after a district has already made its decision.

Scope assumptions vary just as much. Is the proposal accounting for trenching across a large lot? Transformer replacement? Panel upgrades? One vendor might include these. Another might treat them as out-of-scope or leave them as rough estimates.

Grant stacking complexity adds another layer. A well-structured infrastructure plan maps each cost category to the most appropriate funding source, reducing out-of-pocket exposure. But that requires real familiarity with how the programs interact — something not every infrastructure provider has.

The result is that districts end up comparing proposals that aren’t actually comparable, without the background knowledge to understand why. That’s a difficult position, especially when a school board is waiting for a recommendation.

Understanding why projects stall requires understanding how decisions move through a school district. This isn’t a single-stakeholder procurement process. It runs through transportation directors, facilities teams, finance departments, and often a school board vote. Each layer of that process introduces its own threshold for confidence.

A finance director needs to know the numbers won’t change. A school board member needs to know the project won’t become a headline for the wrong reasons. A transportation director needs to know the chargers will actually work when buses roll in at the end of a route.

When any of those stakeholders doesn’t have enough clarity to feel comfortable, the project pauses. It doesn’t fail outright. It waits. And in our experience, waiting often stretches into months.

What we’ve found is that districts aren’t necessarily looking for the lowest price. They’re looking for the answer they can stand behind in a board meeting — here’s what this costs, here’s what the funding covers, here’s who’s responsible for what, here’s why this is the right call. When a proposal can’t give them that, the search for clarity continues, and the timeline slips.

What It Actually Looks Like When This Gets Resolved

Atascadero Unified School District is a good example of how this plays out — and how it can turn around.

The district had funding lined up and was ready to move forward with electric buses. But for over eight months, they held off. James Duren, a key stakeholder at the district, had proposals in hand from multiple vendors. The issue wasn’t commitment or budget. None of the proposals gave the district a clear enough picture to act on.

The questions they kept returning to were straightforward, but nobody had answered them cleanly:

  • What is this infrastructure project actually going to cost, all in?
  • What does grant funding cover, and what comes out of district budget?
  • Who owns each phase of the work?
  • Are we making a sound long-term decision?

How to Move Your District’s Project Forward

If your district has funding in place but infrastructure still unresolved, here’s where to focus:

Get a full cost breakdown, not just a total. Any reputable infrastructure partner should be able to provide an itemized view of utility work, construction, equipment, and software — along with a clear picture of which funding sources apply to each category.

Ask about utility interconnection specifically. This is the most variable cost in any project. If a proposal doesn’t address it clearly or treats it as a rough estimate, that’s worth pushing on before you go further.

Map your funding before you finalize scope. Different grant programs have different eligible cost categories. A good partner will help you understand how to layer funding sources intelligently rather than applying a single grant to the whole project.
